Graphic Tools for AARs

Hi
Looking through some AARs on the forum I see that a lot use some graphic program that seem to allow easy screenshot taking and easy editing of these shots.

Usually arrows, circles, text, highlights etc is added to them but it looks so uniformly that I guess these programs have a very easy way of doing that, I doubt that an highly capable software like GIMP or Photoshop is used for it as it, at least in GIMP I find no templates to do that easily and without templates it may look more like this were anyhting is doe by hand:

So I would like to know what program is recommended in the direction of easy screenshot taking and editing.
