I think I see what is going on here. Since the file is a pdf, meant for downloading and reading, the blitz does not have a plug in for Adobe Reader to just post a link and have the file open online for members to read the file. This appears to be by design in the new_blitz system Raz designed.

Having members go to your profile page, click on the folder, click on the file name, then choose the (only) option to download the file is the way the system is currently designed.
