That is why I need a pair of testers. Somebody to take it our for a test drive and see what works and what doesn't.

This is how you build a scenario while letting the players deploy:

The scenario designer (SD) selects P1 forces and saves as if he were sending it to a human. The SD then buys P2 forces and once done buying saves again. The SD THEN sends the scenario file to the P2 player who, when he opens the game, will see his forces deployed on the map edge waiting for deployment. He deploys as per normal and sends the files to P1 who deploys and then the game is under way.

*** if the SD buys P2 forces and then goes into deploy before sending the files to P2 he will lock P2 forces on the map edge, so BUY, SAVE, AND SEND, do not go into P2 deploy ***

ALSO NOTE: the SD will have to set the PWs for both players.
