Second scenario is ready to test.
The Mayor of a 2 pier fishing village is a commie. The Soviets have promised him he will be President for life of Denmark after they take over. So he meets the Soviet Marines with open arms one dark summer morning. By the time the local militia get up and finds their weapons, the Soviets have secured the piers and the waterfront. As the local Defense forces get there, they can hear the sound of Soviet units clawing their way out of the water. All they can do is try and block the exits out of town until help arrives.
