This has been discussed quite often over the years.

I think that most developers don't feel compelled, or for legal reasons, aren't able to take features from other developers and put them into their own games. I'd imagine that each of them wishes to take their own creation and keep it evolving in its own way, not towards making it like somebody else's game.
