I've been curious about that.
How do you stop people from starting new playtests?

When you upload a scenario a new link called "my scenarios" appears, through that link a designer can change various aspects of his scenario(s) and one of them is to remove the "start testing" link for his scenarios to prevent any new tests being registered and once there are no tests running he can update the scenario file. ;)
