You are right, the Kursk patch is from Dec 2005, well before Minsk was released. So it has not received the update. I believe Glenn has stated that the games without updates should be receiving one relatively soon.

Also, don't expect miracles in AI improvement. It is better, and plays noticeably different, almost like a human on defense, but its planning is still is weak.
