Kursk 43 - Obstacle Movt

Looking at Obstacles in Kursk '43, Scenario 0705_06 A Gaping Hole_Alt 
 
Movement into and through obstacles in Travel mode seems to work as advertised, but I am having issues with Deployed mode.   
 
For instance, Hex 1,20 Motorised Infantry, morale B.  Given command - Move on Foot.  The unit has 26MP.   
 
Move to penetrated obstacle at hex 2,20, clear hex, same elevation, Soft conditions. 
 
Was expecting: one quarter of 26 = 6.5 plus clear (6 * 150%)  9 = 15.5, round up 16, so balance 10 after movement, but get 8.  Can anyone explain this? 
 
Does motorised infantry use 200% when on foot? 
clear 6 * 200% = 12, one quarter 6.5 rounded down = 18.   26-18=8. 
 
If so, is this the intention for motorised infantry?  Don't think so because the clear hex cost is 9.
