Windows Help Files

I have the Matrix Games version of John Tiller's Civil War and Napoleonic Wars games.  The Windows help files will not load which means I do not know command ranges etc.  I initially contacted Matrix Games who directed me to Windows Updates for up to Windows 8.1, but nothing seemed to be available for Windows 10 which I have installed.

Are these files accessible in Windows 10?

Are there PDF or other text versions available?

Any other means I haven't thought of?
