Do I understand that with these additional rules, the maximum points per round would be 205 (100 result-based points + 100 round completion points + 5 bonus points)? So, if the time runs out, but other side still gets a major victory, the maximum points that they could get is 105?

Personally, I think that swings the result too much, unless it would significantly reduce the number of incompleted games. Basically, one incompleted game could cause a player to not be able to win a tournament for really no fault of their own. For example, in FWWC tournament, the situation is quite tight in the top of the table, but I think one or two of those players had an incomplete game in a previous round, so with this calculation of points, they would not be competing of the first place.

Two winners, one Axis, one Allied. The Axis player is only compared to other Axis players. Avoids having to find a balanced scenario. If scenario is totally Allied player, that is ok because Axis player is only compared to other Axis players and they are playing at the same disadvantages. I think that would go a long way to fix a lot of the discrepancies. In reality, no battle is delayed until both sides are equal.

I am also withdrawing from all tournaments. It has been an interesting experiment but my competitive drive has left me and prefer to play these games as sims. The focus on points, winning, and rules has tired me and real life obligations are taking my free time. I am afraid I would prefer to go back to playing the way I enjoy, which I find more relaxing.

I really like this idea because there is simply no real way to balance it otherwise. (Besides mirror matches, but even those have issues and imo aren't really as fun.

Having experienced a real life event causing me to finish a game late in one of these, I can say that is probably the most difficult thing to have rules around. I think we can only do the best we can to get our games completed on time, but accept that there will probably be some friction and some games ending in unsatisfying ways that throw off the scores a bit.

There are no plans to introduce this. It was just a proposal. All in progress tournaments will stay as is for now.

These are the reasons why someone would want to participate in these tournaments; in order of priority.

1. Meet and play new gamers
2. Play a variety of scenarios that one would not necessarily try. 
3. Friendly competition. 

Note competition is last on this list, mainly because it is difficult to give all entrants an equal chance of winning the tournament. Winning tournaments will take skill, but randomness and built in biases have some effect on the winner. 

When I organize the next tournament I will try giving the prize for the top player on each team (this does negate some of the biases, but randomness will still be a factor, e.g., pairings that pit a strong player against weaker players). This means that there will be no random draw for a prize as I only have access to 2 free games. The consequences is that it's more likely someone who can't win may drop (not caring about points 1 and 2 above).
