Budapest Encirclement scenario?

When I try to play the budapest 45 'Encirclement' campaign, I find there are no Russian units in the scenario. Not even a single soviet listed in the strength dialogue. Anyone know what might be going on?

I think if you updated your game - look at the overview and you will see this was a file that was accidently included in the game.

There was someone - I thought here, who made up a scn from this but I am not sure exactly where it is.
