Historical Map making programs

Historical Map making programs
Does anybody know anything about programs for use in making ordinary maps (not wargaming maps).
For example a map of Imperial Germany.  I want to draw a map and insert it into a Word doc. thanx jonny

If you're looking for freeware try Paint.net.
It's a free download although they do accept donations.

It is a basic photo editor with graphics capability and is available on the Microsoft store.
I used it when my old graphics program would not load on XP, yes it's that old but is updated regularly.
I would suggest giving it a go and see if it does what you want.

Paint Shop Pro has some additional capabilities but currently lists for $80-100 USD although they do run specials.
Bought the 2022 version to upgrade from my 2011 version at about half that and still works fine, not a subscription but a 1 time purchase.
I'm using this currently but I do a lot of graphics work for websites.

Both of these allow copy and pasting images from online map sites.
