Soviet AT rifle companies in Moscow '42
What is the purpose of AT rifle companies? They have a decent hard fire value at range 0, but the "alternative assault resolution" optional rule is not used by default. So the hard fire value is never used. Is this intended? I couldn't find anything about it in the designer notes.

In all other aspects, the AT rifle coys are very weak.
