highlighted hex when game loads ?

Does anyone know what determines the hex that is the selected, active hex when you open your opponent's PBEM move? It seems to stay the same for a few moves, then jump to a different hex.

It will usually start at the epicenter of your units until something happens in your Line of Sight.
