You cannot melee attack disrupted mounted cavalry in a town with infantry? This game has some very strange rules.

Infantry can not melee mounted cavalry period.  In town, out of town, disrupted, non-disrupted, period.  It is the advantage of being mounted versus being on foot, and the initiative that goes with that. 

Of course, if you're close enough to melee mounted cavalry with infantry then a) that cavalry commander should be shot, and b) you will rape them with point blank fire which they can not return (so why would you want to accumulate fatigue by a melee anyway?).
