HQ - Skryabin - 10-27-2013

From the Game Manual we know that all HQs lower then Army level go through a supply check every turn. And the percentage of their chance to get it depends on how far it is from it's higher level HQ. Am I right? If yes, here is my question: in scenarios with highest level being lower then Army (like Division or Regiment), how the program knows what percentage of being supplied it has if there is no higher level HQ on the map?

I hope I was able to deliver my thought Spell Book

Does anybody know the answer?

And one more: if an HQ cannot trace a supply path back to its higher-echelon Headquarters, is it being considered as isolated like a regular unit?
