This seems to be something in version 4.06. Skirmishers can move adjacent to cavalry out in the open. I don't know if it is a bug or intentional but it's something to be aware of. I reported it to WDS just in case. As long as players are aware, it's not an issue as long as sensible gameplay prevails. I only discovered it by accident.
