Yes there is normally no melee modifier for crossing a stream however the pdt can be modifed so you will want to look at the combat modifiers for a particular scenario.  The recent update to the manuals has a list of melee modifiers that are not shown in the pdt, such as the -30 for attacking across a creek at a bridge.  It also notes that only the largest hexside modifier of all of the hexsides the attackers are attacking through is applied to the attacking strength and that hex terrain modifiers such as Woods, Town, Orchard, do not affect melee; neither do Trenches and provides some examples of melee strength calculation.
