I was recently checking movement cost and wondered if I found an anomaly.
Kharkov '43, Infantry - foot, snow conditions, moves one hex: village to clear 7MP, elevation 300-350m 1MP.
Movement cost registered 15 MP.  2x7=14+1=15MP.
Should the elevation change in snow conditions be doubled as well?  ie 16MP.

No, from memory the assumption is that the elevation changed is separate to ground condition. The doubling for the hex is sufficient while the elevation change just represents an incremental impediment.

You could argue multiple ways here, but it was reasoned on the above.
