Seems like the scenario description/author somehow got messed up and there aren't any objectives on the map. Has anyone tried this particular scenario in PBEM?

It's a corrupted file... I would leave it alone.

Pass the info to JTS to see if it is a bug that needs looking at?

I have reviewed the scenario mentioned. It has been broken since 2007(!!)

I have sent a fixed version to JTS Support.

Wow, not a popular scenario or no one had bothered to report the issue, great job fixing it. 

JTS Support provided me with the fix David mentioned. I've attached the scenario file.

Kudos to the guys at support and David, very quick and helpful as always.
