I think that what happens is the breakdown roll for a hedgerow or building is dropped (not taken) You still pay the MP for the terrain tile type. Also the MP for Shell holes, rubble, whatever. MPs are MPs. I don't bother since they are what they are and I have no control over that, other then driving someplace else. What I loath are M-kills due to terrain.
