i was just wondering how to setup victory levels?

One of the most challenging parts of designing a scenario is that.

When considering what values to set, it would be best to consider:

1. The total value of the AXIS forces.

2. The total value of the ALLIED forces.

3. The total value of the Objectives.

4. What the mission is all about? What would the outcome of a major victory look like for a the first side player?

5. How many casualties can the first side player sustain (how valuable were the forces at hand compared to what the scenario objectives are?)

6. What options are used, or intended to be used?



So, for example: Assuming the AXIS force is attacking a defending ALLIED force in a small city.

AXIS total force is 3000 VP

ALLIED total force is 1000 VP

Three to one seems reasonable for an assaulting force, especially with EA on.

There are 3 Objectives in the city worth 500 VP each for a total of 1500 Victory Points.

If the AXIS attack the city, suffer no losses and destroy all of the ALLIED forces, the maximum points they can achieve is 2500 VP's.

So, based on how I design scenarios, I figure it is reasonable that a see the AXIS forces lose up to 500 VP in order to gain a Major Victory. 2000 total points, assuming they capture all the objectives and destroy all the ALLIED forces.

If they lose 1000 VP, destory some of the ALLIED forces, but gain all the objectives, then that's a Minor Victory.

If they lose 1500 VP, destroy some of the ALLIED forces and/or fail to gain all of the objectives, then that's a Minor Loss.

If they lose 2000 VP and fail to gain the objectives and not reduce the ALLIED forces significantly, then that's a Major Defeat.

So I'd set the values as following:

Major Victory: 2000
Minor Victory: 1250
Minor Loss: 750
Major Loss: 500

Then a test would follow and see how it plays out, adjusting accordingly.
