What is the best way to start map?
As in designing one for a new scenario, or starting to play one?

Gotcha. I suggest reading some of the AARs as a great source of information as how others approach the game.
There are some absolute gems in the AAR section, such as umbro's Nijmegen AAR! Jim von Krieg's AARs are also very visual and informative.
