Depends on a particular design; some sources are expiring throughout the game to represent a limited and decreasing over time ammount of supply in a particular location if that is what You are after here.I think it can also be handled by the event engine and scripted or what is the technical term for that.

Except scenario pre-setting.
Sometimes supply source value was decreased seriously low.
Not sure what you mean by "supply source value"--(1) generally, the supply value on any hex, (2) those coloured (red/blue) dots on a few selected hexes that act as "supply distribution centres," (3) something else.
