To play a custom built CMBN scenario with another player, you need that players email address, then you simply run CMBN, then select Battle, then select the scenario you want to play, then select the side, then select 2 players - email, then the skill level you wish to use (see manual), you will then be prompted to create a password for your side, once you have done this, your game will be given a name and turn number (i.e. Roadblock 001) and be saved as an email in your Outgoing Email folder, that file should be then emailed to your opponent, who then sets their password, and returns the file renumbered as 002, that email should be then placed in your Incoming Email folder, now it is ready to be loaded up by clicking on Saved Game, this will then allow you to access your side, and set up your forces, then, once you are ready, just click on the red button, and the next email will be generated for you to send to your opponent.

An easy way to send files between yourself and your opponent is to create a shared Dropbox folder, then you can just put the PBEM turns in that folder, and your opponent can then access them.
Have a look at these guides:

Starting a game
Using dropbox and H2HH
H2HH basically takes care of all file copying between Dropbox and CM's Incoming/Outgoing folders.
And just to be clear from "noob's" post, that "outgoing email folder" is a folder located within your CMx2 directory. You will find the outgoing files there. If you want help, I'd be glad to walk you though it and be your opponant for your first PBEM. Just email me if interested. You can locate my email address in my Blitz profile.
