When I look at a player's profile, regardless of what army he chooses to be a part of, the ranks are always displayed in Red Army terms. Is that because I selected Red Army for myself? Or is it just a glitch?

You are correct. The ranks displayed on other member's profiles are always based on the Army you selected to join, within your profile.
