Is it possible for artillery fire to hit an enemy officer who is alone in a hex without any other enemy units, or are you just wasting ammo by trying?

Yes you can hit him but the probability is low. However take heed from His Grace, Field Marshall Wellington; when approached by Captain of Artillery Mercer who reported "Sir, we have the Emperor Napoleon in our sights! Shall we fire upon him?" And Wellington replied "Certainly not! In war tis not the business of opposing commanders to be firing upon one another!" :conf:
