Just curious here: New to pzc and setting up and receiving a couple of matches.

What are the commonly accepted "everyone uses these'" optional rules for Tunisia '43 that I should enable or look for in a balanced match?

If you look above there's an "Important Threads" sub-forum that has a topic devoted to optional rules. Very helpful. But, when in doubt use the default optional rules.
