Bunch of guys. Some are Strategic Leaders. Some are Operational Commanders. Most are Tactical Officers.
Leaders make war plans and decide on war direction, make deals, issue their directives.
Operational Commanders turn the directives into maneuver and missions. When those turn into contact with the enemy, they delegate to Tactical Command.
Tactical officers resolve combat on land, sea, or in the air.
Each guy runs his part of the war in his own free time, at home or at work.
There's nothing to buy, no software to install, no die rolls or random number simulator.
