Commanders in the same hex as subordinate formations,units, or sub-units have a direct command influence. These honchos may be pedestrian or motorised.
My question..Does a foot commander mounted on a horse,in a jeep,a 1/2T, a boat, on a tank etc exercise command functions,or does he have to hop off?

I always assumed that foot commanders had to dismount to perform their command functions... or else they become motorized commanders by default! ;)

You could create a test scenario with a foot commander... transport... and a couple of other combat units... then experiment with loading the foot commander and see if the other units gain morale benefits, etc. while the foot commander is loaded. :chin:

Yes a leader stacked in a hex provides leadership benefits even if mounted.
Just look at a hex with a mounted leader sometime. You will notice that all units in the hex have their morale highlighted in red.
