I always watch the play back of my opponent when its my turn.
One of the scenarios Im playing is Pierce The Bulge.
I noticed my reinforcments did not come in on the seventh day like they were supposed to.So out of curiosity I reloaded and played turn without playback.Units were on time.
I had always thought in previous games this was an reinforcement delay written int the game.Gosh I wonder how all those other games might have turned out in my favor had I known this was a bug in the game.Pointman.

Not sure if replay has anything to do with it. If you check the schedule of reinforcements you may find a ? by them, which means there is a % chance of them arriving on that turn.

the reinforcements dont come certainly the turn indicated, there is often a lag of 2 or 3 laps

No, it is not a bug, If you open up any scenario with the Scenario Editor and that Scenario has reinforcements, go to the settings tab and click on the
View/Delete Reinforcements, you will see the % that was assigned to the particular unit(s) to come on the map. Your first try was not within that %. But your second try made the %. Everytime reinforcements are scheduled to come on the map, the AI rolls the dice to see if that particular unit(s) enter the map. Some scenarios have 100% probability. Some differ in the % could be 90% 50% and so on.
