I've noticed that if a unit becomes spotted, but not fully identified, i.e., is unknown and the unit is identified by a question mark, its current hot spot hex will show a fortification if one is present. Is there a rationale for this? For example, if artilllery is spotted from a distance (e.g. rocket artillery at night) how would the spotter be able to determine if there is a fortification?
Th rational is that thre is only ONE ? mark spotting. Could be any number of things that cause this - Air Recon is one, but there are many others. If the unit is spotted as a ? and is in a fort than the fort is deemed to be known too.

Making it more elaborate would add complexity without giving much to the game in return - everything is a judgement. You just have to accept some things for playablity. It is like justifying how ONE SIDE moves while the othwer side watches and then the sides change.
