Well, just for personal information what ROEs do exist in nature.
- non combat unit can not exit from map
- combat unit can not exit from map
- transports can not be used for spotting (trucks and non combat HTs with a 0 assault strength)
- transports can not be used for blocking LOS, roads, bridges and VPs
( and following I borrowed from Umbro's AAR: )
- HTs cannot participate in overruns of armour
- HTs can only participate in overruns of non-armour (with an assault strength>0) when accompanied by an equal number of non-HT combat units
- HTs may overrun any unit with a 0 assault strength as they wish
- HTs may scout and surround
