Under the matrix version, regular engineers can lay light bridges right? Is this just like destroying a bridge (i.e. not a sure thing)? If so, what is the percentage chance of success per turn?

No, it is not a sure thing.
I believe there is a 20% chance of success.

Doesn't the engineer have to be a "Special" unit (bridge layer or something like that) or can any engineer build bridges?

Any engineer can build LIGHT bridges
Bridging Engineers can build ONE MEDIUM bridge during the course of a scenario.
A Bridgelaying vehicle can lay ONE MEDIUM bridge during the course of a scenario.

There are no limits to the amount of light bridges a normal engineer can build as it assumed the engineers are using local supplies (trees, lumber, etc) to build the light bridges.
