If Rubble is cleared in a hex can the hex be re-rubbled?

As far as i know if engineers reduce RUBBLE to rubble then no amount of extra hits would change it back again. :chin:

Wouldn't that just ruin your day. You wait for 2 days for your engineers to clear a ruibbled hex and 30 seconds later an art strike puts you straight back to the beginning Violin
