I am Having A Problom with it, when I click on CS-Coder.exe I get an Error Message that says
"The Application has failed to start because VB40032.DLL was not found."
anyone know what to do?
I am under the Impression that this lets you create your own units, Is that what this is? I dont know how to, are there any web sites where I could request Units,Orgs,ETC. to be made?

Well, yes and no. If you are trying to use this with the Matrix version 1.03 or higher the utility will no longer work as the files are encrypted. It does work with all Talonsoft versions of the game and I think earlier Matrix versions. I'm thinking you probably have Matrix 1.04 loaded and that's your problem.
There are several posts about this on the Matrix site you may wish to check out.
I really don't mess around with unit creation so thats just my limited take. Perhaps someone with more knowledge can explain a bit better..

nope, I am using the Talonsoft Version, thats why im here and not on Matrix forums:). with this is it possible to make a whole new organization? cause me and my friend play ASL and he lieks to be Axis Italy, while I like to be Germany, it would eb great If I could get a Allied Italy Org made with the Axis Italy Platoons, divisions,etc.
I think you should be able to do things like that in the T/S version unfortunately I have no idea how. Suggest you post the question to "Any Scenario Designers". There are plenty of old time T/S scenario designers here who should be able to help you.

Send me an email with what exactly you are thinking of, I'll try to help out. I've just made an alternate Italian (Axis), for myself to play in a DCG, starting in 10/43, using the proposed updated Italian equipment, and German-supplied units also. Purely hypothetical, but am having a fun time of playing a revised "Big Red One" DCG as the Axis Italians, fielded with M15/42's, Semovente 75/46's, infantry with better firepower, etc.
