Landser34 and me were playing the ES scenario "Clash on the Skyline" and wondered why the game starts with a German Major Victory as they were supposed to attack the town and seize the objectives. Any ideas?

Thats a designer choice. He expects high German casualties and tried to compansate it with favourable victory conditions. Not a good choice I must say though. Some gamey minded players might decide not to assault.
I remember this being a problem in a number of scenarios in ES.
It would be nice if scenario designers would update with new victory conditions and release new scenario versions, but I don't know how likely that is! :)
If playing an opponent via pbem, I suggest playing "mirrored" games so that you both have an opportunity to attack/defend.

I think most of the guys you'll find here will not utilize these 'gamey' type tactics, but Oz is correct, it's not a good way to score a game. There's no real incentive for the attacker to go full bore at the objectives.
