I assume you are talking about VST Supply and in which case, pocket or not, the mechanism should be the same. A local supply value is calculated for each friendly occupied hex.

If you make a test scn with two Supply Sources side by side, one with a very high value (say 90%) and one with a very low value (say, 10%). You will see the lower supply value has no impact as long as there is a path of hexes free of enemy ZOCs to the higher supply hex.
