What was the "Axen Strasse" ?

I'm looking for an answer in a WW II context, ETO :)
The "Axen Strasse" was a ring road or detour the Axis constructed to bypass Tobruk to the south during the 1941 siege (9 Aus div, Brits, Poles). Approximately 35 miles long. (Alan Moorehead "African Trilogy- The desert War 1940-1943");)
