One more thing, the "issue with siege guns" that was addressed is indeed the bug fix reported by some.
Can we update a game in progress?
Sure, it will not harm anything. You should always be able to do that without error because any time I do something to the OOB that could "break" a game in progress I try to make a seperate OOB file.
If you are playing an ALT scenario then you should also see all of the changes once it is applied.
