Operation Barabarossa is underway. German forces are rapidly advancing. As the Germans
reach Libau, they are surprised by the strong Soviet defense of the city. The Soviets are
dug-in and intend to contest the city.
**

SCENARIO NOTES:*
This battle is designed to be played normally or PBEM with C/C off. Objectives have been assigned
for those who wish to play using C/C. Playing with C/C turned on will make maneuver more
difficult and this should be kept in mind when choosing which option to play.
**

If playing against the AI, it is recommended that the human play the German side and no
more than 2,000 reinforcement points be used. The AI will not call for reinforcements.
**

PBEM notes: It is possible that when reinforcements are called for (F4) that it may appear
as though they will not arrive before the battle is over. In testing, the reinforcements
did arrive ok. Don't panic if you see some indication that reinforcements are scheduled for
turn 132 or some other horrible number like that.
**

PBEM Options:*
Option 1.*
Highly favors Soviet side; Neither side purchases reinforcements.

Option 2.*
The most balanced of the options; Soviet side should NOT purchase reinforcements;
German gets 2,000 points.
**
Option 3.*
Favors German side; Soviet side takes 2,000 reinforcement points;
German gets 4,000 points.
**
Option 4.*
Highly Favors German side; Soviet side takes NO reinforcements and
German gets 4,000.
**

PBEM opponents should agree on one of the 4 options before play begins and only purchase
the amount of reinforcements agreed to. The honor system is in effect.
**

On-board Soviet armor is restricted in movement to simulate lack of fuel and Soviet practice
of using obsolete tanks for gun emplacements. Some Soviet units are immobile to simulate the
practice of putting troops in a position that are are to hold or die trying.
**

Libau has some valuable supplies and logistics that will be a good source of points for the
German side if destroyed. The Soviet player must make choices about what to try to defend.
The entire city cannot be defended.
**

This scenario is designed in such a way that there are substantial forces on the
map as the scenario begins. In addition, it is possible to press the F4 key at any point
and obtain up to 4000 points in reinforcements. (See options 1-4, above).
**

German reinforcements that are purchased will arrive at the road intersection
which is marked near the bottom of the map. Purchased Soviet reinforcements arrive at the
point above the city plaza which is also marked on the map.
**

Neither side should bombard the other's replacement hex unless it is in LOS.*
**

If reinforcements are purchased, the other side will receive a 25 percent increase
in points at battle's end. If reinforcements are used, it may be advantageous to purchase 
them over a period of 4-5 turns in order to avoid congesting the area as they arrive.
It would be most unfortunate to have a large grouping of reinforcements hit by Soviet
artillery.
**

Some provided German reinforcements will begin to arrive at about turn 8. The infantry will arrive
first and their transport will arrive 1 turn later. These will not need to be purchased.
They are provided automatically. The Soviet side does not receive any reinforcements
that are not purchased.
**

There are no Soviet landmines deployed but there are a number of dragon's teeth used to
block German vehicle movement. Some victory hexes will not appear until turns 10 and 15.
They are in the Southern part of the city - top half of the map.
**

Take command of the German battle group and add Libau to the Greater German Reich.
**

Tactical Note:*
If the Germans have control of the bottom half of the map and are preparing to enter the
city by turn 10, the battle is well in hand. Street fighting awaits the grenadiers and
pioneers of the kampfgruppe when they enter the city.
